[21:04:35] <legoktm>	 and my proposal is opt-in, people can continue editing the file by hand if they want, or they can write a commit message in the new format, and let the bot take care of it

[21:08:22] <legoktm>	 if we could get the merge driver integrated into Gerrit/Zuul then it would eliminate the entire problem since editing the file would work as expected
