[14:10:28] What many projects in the Wikimedia world do is creating a Phabricator workboard with columns, and then tagging tasks that are related to the project but not exactly part of it, or planned for a futuristic phase, and putting them in a column with a title such as "Watching", "To be done by a different team", "Freezer", etc. Wikidata does something like this.
