I don't necessarily see it being in bad faith right now, and from their user page it doesn't seem like a bot account, so maybe could be handled like that. That isn't just convention, I do believe it is written policy in the UP IIRC anyway... it isn't necessarily required for a bot account to mention that it is, but non bot accounts should not indicate being a bot account.
