It is most likely that I did something stupid in a previous upgrade and now the situation is that upgrade of the test wiki fails when it is trying to run 'php maintenance/migrateActors.php' as it does not [08:59:13] find column 'ipb_by_actor' in the test wiki database. When running the upgrade I have turned the shared tables off for the duration of the upgrade. Tables shared between the wikis are 'ipblocks', 'user_groups' and 'interwiki'.
